The organization Human Rights Watch (HRW) noted that long-term trust and the importance of the Kimberley Process (KP) have been undermined because of its narrow focus on combating anti-government rebel groups, and the reluctance to include human rights in their standards and operations.

The HRW also believe that members of the CP, following the rules, it is difficult to take action against a member of the organization, which breaks them, because you just one vote of a member country KP to block such decisions. KP takes decisions by consensus, not by vote.
"In light of these significant problems, the HRW did not intend to join the Kimberley Process in any capacity. However, the HRW expresses its support for other organizations who are trying to reform the Kimberley Process as observers from civil society," they said in the HRW.
